Our mission is to empower and support people with disabilities with a supporting vision to create a community where the person is visible and the disability is not. We believe that every person should make decisions that directly affect their lives. With the application of sound principles such as compassion, equality, integrity and self-determination, we provide a supportive living environment for those we serve as well as providing a welcoming work environment where each employee finds success and fulfillment.

Intermediate Care Facilities (ICFs)

Our ICFs offer person-centered services and 24/7 nursing support in a home that honors what is important to and what is important for those we serve.

Each of our ICFs offer a range of services, including:


  • Assistance gaining life skills in areas such as hygiene, cooking, cleaning and budgeting
  • Health and Wellness Management by Licensed Nurses who are dedicated to compassionate and person centered care
  • Qualified Intellectual Disability Professionals (QIDP) that “Empower and Support” each Individual through coordination of services to meet person centered goals and outcomes
  • Social and Emotional Support to assist in positive outcomes for challenging behaviors
  • We believe in full participation in community life through relationships and involvement in the communities in which we live
  • Provide respite services for individuals

"We were so thrilled to find this ICF right here in Clark County! We knew we as a family could no longer care for my brother with his disabilities. We are still involved in his life, but have full confidence that the staff at Vienna Meadows have his best interest in mind. They have gone above and beyond trying to find ways to keep him safe and to make it his "home". They show him and all the residents respect and honor their individual differences. The staff are friendly and encourage my brother and all the residents to be the best they can be.

Home and Community Based Waiver Services (HCBS)

For some the person centered way is best achieved in the comfort of their own home whether they live independently, with family, friends or other individuals. We empower and support people while allowing them to maintain their surroundings and routines with as little disruption as possible.

Empowering People, Inc (EPI) provides a wide array of HCBS including:


  • Homemaker and Personal Care Services to include increased independence in cooking, housekeeping, budgeting, medication administration
  • Transportation to community events, medical appointments,
  • Payee Services
  • Respite Care for families or individuals in our ICFs and other locations in the community as available

CLW opened in 2008 as a new opportunity to provide adult day services, including Day Habilitation and Vocational Services, for adults with developmental disabilities.
